I've never really got this.
We've had 'safe standing' since forever, and continue to do so, at all grounds.
Its even in that report, that PL and Championship clubs have to have all-seater grounds by law, but what they never mention is that it is *NOT* law to enforce usage of those seats.
It's a money grab exercise driven by the manufacturers of those ridiculous rail seats - aided and abetted by football clubs who see an easy way to increase their ticket selling capacity.
Safe standing is safer and more comfortable in a traditionally seated area than in a rail seated area - you get more real-estate per person.

Ha - remember turning up to Blackpool (possibly an Autoglass game - not 100% sure) and they had a hole like that in the temporary stand down the side of the pitch before we even got in there!) Also - did I dream this (and I definitely wasn't in attendance), but did Town play at Blackpool and the stand behind the goal collapsed? I can't ever find any evidence that it happened, but its clear as day in my head that the stand just collapsed lower and lower to the ground.

I can clearly remember Scarborough vs Wolves, with thousands of away fans at the start of the season, one was on the stand roof and fell through it, caught on camera and shown on news at ten, he was lucky to be alive.
